Iustinian Captariu

Iustinian Captariu is the Managing Partner of Kinstellar’s Bucharest office and head of the firm-wide Energy practice.

With over 19 years of experience, Iustinian advises local and international clients across the full spectrum of energy law. His work spans energy M&A, renewable energy projects, joint ventures, corporate reorganisations, complex regulatory matters, licensing, energy-related disputes, long-term energy contracts, and public procurement procedures involving energy companies. He has also been involved regularly in securing merger control and national security clearances for major transactions in the energy sector.


Iustinian has led the firm’s key mandates in the nuclear sector, advising on high-profile projects involving nuclear refurbishment, market entry and liability frameworks, EU law compliance and FSR procedures, and strategic partnerships with public authorities.

His broader experience in the energy sector also includes advisory roles across traditional and renewable energy markets, contributing to the structuring and implementation of major infrastructure and energy transition projects throughout Romania and the wider region.
