Ukraine Oil & Gas
Industry Guide 2021

Association of Gas Producers of Ukraine (AGPU) published the Ukraine Oil & Gas Industry Guide 2021 – a unique analytical guide for international investors, which among the other advantages introduces Ukraine’s Oil&Gas sector and available investment opportunities.

Ukraine is a country of undervalues and undiscovered hydrocarbon potential that could make it one of the leading European suppliers of energy resources for the years to come.

The Guide gives detailed information about the oil & gas sector in Ukraine, legislative, tax, and fiscal policies in the industry, reforms carried about over the last 5 years. In addition, it outlines investment opportunities in the sector both onshore and on the Black Sea shelf.

The most promising areas for the discovery of new fields and hydrocarbon deposits are located in the South of Ukraine are the Black and Azov Seas waters, and in the East and West are deposited at great depths in the Dnepr-Donetsk and Precarpathian oil and gas regions.

A total of 35.4% of the all-natural gas reserves of Ukraine and 29.2% of total production lie in the 7 largest fields.

In 2019, Ukraine held the largest wave of tenders for the conclusion of production sharing agreements and offered investors 12 promising oil and gas blocks with a total acreage of 11,000 sq. km.

At the end of 2020 and the beginning of 2021, 8 production sharing agreements were signed with leading Ukrainian gas production companies: Naftogaz Group, DTEK Naftogaz, Geo Alliance Group, Zakhidnadraservis, and with the American company Aspect Energy.

All companies together are obliged to invest at least $ 400 million in new developments over the next five years and drill 39 exploration wells.

Three more PSAs are in the process of agreeing with the texts of arrangements. Their signing is expected by the end of 2021. The minimum investment in the development of these blocks in the first five years will be $ 70 million.
