Kyrgyzstan’s Ministry of Energy is actively backing domestic solar installations, according to Energy Minister Altynbek Rysbekov, as reported by 24.kg.
Under current policy guidelines, residential households can deploy rooftop solar panels with generating capacities up to 15 kW. Installations operating under this limit are fully exempt from licensing requirements when feed-in surplus power is transferred back into the national grid.
The initiative aims to incentivize micro-generation and ease distribution load across local grid infrastructure.
“For example, if a household consumes 10 kW and generates 15 kW, the excess 5 kW can be sold to the grid. There will be no obstacles. On the contrary, the ministry will provide support and purchase the surplus electricity.”

To streamline the transition and draw broader private investment, the ministry has enacted a series of targeted legislative amendments aimed at lowering regulatory barriers for renewable energy deployments.
Addressing grid stability, Rysbekov highlighted legislative mandates regarding energy storage infrastructure. Under current regulatory frameworks, utility-scale solar and wind projects are required to integrate battery energy storage systems (BESS) equivalent to at least 30% of the plant’s total installed generating capacity.
“We are already working with investors and negotiating not only the construction of solar power plants but also standalone energy storage facilities. This also requires significant investment. Incidentally, a 100-kW battery storage unit has already been installed in the courtyard of the Ministry of Energy. Of course, this capacity is modest, but we installed it as a pilot project to see how it performs.”
