European Commission Unveils Sweeping Plan to Make EU the “World’s First Electro-Powered Continent”

The European Commission has unveiled a sweeping strategy to make Europe the world’s first electro-powered continent. By launching a new Electrification Action Plan alongside a major review of the Emissions Trading System, the Commission aims to boost industrial competitiveness, accelerate decarbonization, and permanently break the region’s reliance on imported fossil fuels. European Commission President Ursula von der Leyen emphasized that powering the economy with clean, homegrown electricity is the most effective way to reduce energy dependency, bring relief to European industries, and keep the green transition on track.

While 70 percent of Europe’s electricity now comes from clean energy sources, the overall shift to electric power has stalled at just 23 percent over the past decade. To address this bottleneck, the Commission is assessing a bold target to reach 46 percent electrification by 2040. Hitting this milestone could save the European Union up to 260 billion euros every year in fossil fuel import costs while providing citizens and businesses with lower, more stable energy prices. The action plan focuses on leveling the playing field by ensuring electricity is no longer taxed more heavily than gas, reducing network charges, and lowering the upfront costs for clean technologies like electric vehicles and heat pumps. It also calls for urgent action to speed up grid deployments and cut through years-long waiting lists for network connections.

To help European manufacturers afford this massive shift, the Commission is transforming its carbon market into a powerful investment engine. The centerpiece of this financial push is a new Industrial Decarbonisation Bank, which will direct 100 billion euros toward scaling up clean transition projects across the continent. Additionally, Member States will now be legally required to reinvest 50 percent of their national carbon market revenues straight back into decarbonizing the industrial sectors covered by the system. This ensures that the financial contributions made by industry flow directly back to support their modernization.

The updated framework introduces several other measures to support businesses and stabilize the market. The carbon reduction trajectory will be adjusted to give industries more breathing room, and free allocations of carbon allowances will be extended beyond 2030, though they will be strictly tied to genuine investments in European decarbonization. Furthermore, the system will be expanded to cover waste incineration, strengthen rules for the aviation and maritime sectors, and integrate permanent carbon removals to provide flexibility for the hardest-to-abate industries.
