As Central Asia transitions from planning to commissioning some of the world’s largest refining and petrochemical assets, the 13th Downstream Central Asia & Caspian Summit returns to Astana on 9–10 September 2026.
This year’s summit arrives at a critical turning point for the regional energy sector. With major multi-billion dollar facilities moving toward commercial production, the event serves as the definitive platform for decision-makers managing the region’s capital-intensive megaprojects
The 2026 program moves past theoretical planning to address the direct operational realities of flagship regional developments, including the Silleno Polyethylene Complex, and 4th KazMunayGaz Refinery Roadmap.
To address these large-scale industrial transformations, the summit has secured a strategic partnership with engineering and technology giant MAIRE, ensuring a deep focus on advanced industrial technologies, project delivery optimisation, and pragmatic decarbonisation.
Reflecting the high stakes of the current project pipeline, senior government and corporate leaders have joined the speaker faculty to outline upcoming project milestones, feedstock strategies, and investment priorities:

Notably, a significant delegation from Turkmenistan has confirmed attendance, signalling an intensification of cross-border infrastructure and petrochemical collaboration.
For the first time, the summit will be co-located with the Go Net Zero Energy – Central Asia & Caspian Summit on 8 September. This allows participants to bridge the gap between traditional refining scale and crucial new mandates like EU CBAM compliance, hydrogen deployment, and carbon management.

In a major development for Central Asia's petrochemical landscape, Kazakh project operator Silleno has signed a long-term agreement with Air Liquide Karabatan Tech Gases (ALKTG) for the continuous supply of industrial gases to its upcoming polyethylene production plant in the Atyrau region.

Japanese industrial company Toyo Engineering Corporation has launched a large-scale modernization project at Turkmenistan’s Gyyanly Polymer Plant. The initiative was announced by Tetsuji Miyazaki, director of the company’s office in Turkmenistan, during the "White City Ashgabat" conference.
