Mukhtar Avutbayev appointed head of Silleno polyethylene project in Kazakhstan

Mukhtar Avutbayev has been appointed as the General Director of Silleno by the decision of the company’s General Meeting of Participants.

Avutbayev graduated from L.N. Gumilyov Eurasian National University and the Gubkin Russian State University of Oil and Gas. For several years, he worked in various divisions of KazMunayGas. Since 2020, he has headed the Investment and Project Development Management Department at KazMunayGas, overseeing projects in the petrochemical sector, including the polyethylene project.

Silleno is implementing a project to construct an ethylene and polyethylene production facility. Its shareholders are KazMunayGas (40%), Sinopec Overseas Investment Holding (30%), and SIBUR Holding (30%). The project is financed through a combination of shareholder funds and loans from international banks. The total investment amounts to $7.4 billion. Construction of the complex began in September 2024, with a planned production capacity of 1.25 million tonnes of polyethylene per year. Completion of construction is scheduled for 2029.
