In a major development for Central Asia’s petrochemical landscape, Kazakh project operator Silleno has signed a long-term agreement with Air Liquide Karabatan Tech Gases (ALKTG) for the continuous supply of industrial gases to its upcoming polyethylene production plant in the Atyrau region.
The agreement was finalized during an official state visit by Kazakhstan’s President Kassym-Jomart Tokayev to Belgium. Under the terms of the deal, ALKTG will secure the supply of nitrogen and dry compressed air necessary to sustain high-volume automation, control instrumentation, and safety networks at the future complex. The facility is designed for an annual manufacturing capacity of 1.25 million tons of high value-added polyethylene.
To support this massive downstream asset, ALKTG will invest approximately 70 million euros to expand its local production footprint. The company will construct and operate two modern, energy-efficient air separation units designed to yield ultra-high-purity nitrogen.
The new technical gas complex will be integrated within the National Industrial Petrochemical Technopark Special Economic Zone (SEZ), positioned directly adjacent to the Silleno plant. Infrastructure construction is slated to meet a targeted commercial supply date by the end of 2028. The project places heavy emphasis on scaling up local content and training the regional technical workforce.
ALKTG functions as a specialized extension of Air Liquide Munay Tech Gases (ALMTG)—a long-standing joint venture between France’s Air Liquide and Kazakhstan’s national oil and gas company, KazMunayGas (KMG). Headquartered in Astana, the joint venture has continuously scaled its domestic refining and petrochemical supply networks:
Pavlodar Refinery: Supplied with high-purity industrial hydrogen and nitrogen.
Atyrau Oil Refinery: Managed under a continuous industrial gas supply contract since March 2021.
Kazakhstan Petrochemical Industries (KPI): Fed via a dedicated nitrogen production unit built on the Karabatan petrochemical complex north of the Caspian Sea.
